The Patsy J. Hubbard
Memorial Scholarship Fund

INTRODUCTION
Born on June 3, 1944, Patsy Jenkins Hubbard was a lifelong resident of Franklin County, Virginia and a 1962 graduate of Franklin County High School. During her time at FCHS she was a four-year member of the high school choir, while also being selected as a delegate in the All-State Chorus. Upon graduating, Patsy had a successful 40+ year career in which she owned numerous businesses with her husband, Thomas. In addition, she was a loving mother to her son, Matthew, and her three grandchildren. Throughout her life, Patsy maintained her passion for singing as she was an active member of her church choir up until just a few months before her ultimate passing on June 11, 2022. To honor her memory, Patsy's family created this scholarship, in partnership with the Franklin County Public Schools Educational Foundation, Inc, to help graduating students pursue their higher educational goals.

PURPOSE
The purpose of the Patsy J. Hubbard Memorial Scholarship Fund is to provide higher educational financial support, for a graduating senior and current member of Franklin County High School Eagle Choir. The 2025-2026 school year will be the fourth annual offering of the Scholarship. 

$1,000 scholarship

SCHOLARSHIP CRITERIA

• Be a graduating senior from Franklin County High School

• Enroll full-time in a two or four year career or technical school, college, or university

• Be a current member of the Franklin County High School Eagle Choir program (Cantus Choir, Female Ensemble, or Advanced Mixed Choir). 

• Demonstrate the capacity to succeed in a higher educational setting as evidenced by prior academic performance

• All applicants must submit a recent transcript

• Applications must be submitted by March 31, 2026 to your FCHS Guidance Counselor
